Podgy has a lot more kilometers on her little clock but has never liked hills much. Her performance has been improved since she had new piston rings, then improved again by having an over-sized cylinder filtted. She still doesn't like hills much though and long hills see her speed drop to around 12mph.
Have you considered giving her a piggy-back?

most of the parts you can get from your local motorcycle shop
almost all engine parts are the same as a suzuki ap50 scooter
if your stuck let me Know and i will point you in the right direction

I'm desperate for a regulator/rectifier for Podgy, and I know there are others apart from me.
Kind Regards
