I have been towing my qpod sport behind both a car and a motorhome for about 6 years. As far as I know it can be towed as an unbraked trailer due to its weight. Incidentally my Qpod insurance covers it whilst it is being towed.
In the UK if brakes are fitted to a trailer they must operate & you can't simply call it unbraked if they don't.
Run a length of steel cable with from the tow hitch breakaway cable to the rear brake cables on the Qpod so it's rear brakes get pulled on if it breaks away.
Unscrew the speedo drive at the rear so you don't run up the odometer
Remember that in France & Spain it is illegal to tow a vehicle with a vehicle.
As the Qpod has tax, numberplates, steering wheel etc you don't get away with calling it a trailer just because the front wheels are off the ground. I carry mine on a rear platform with lightboard at the rear, bit like a big bike rack.
