In a word NO.
A bore kit includes bigger parts to fit the cylinder you just made bigger (as you bore out the cylinder). This increases the horsepower because bigger cylinder means more displacement which means more potentional energy.

A fabrication shop would need to do the metal work to actually bore the engine, a bore kit is simply the bigger parts.

im not quite sure my dad said it makes a smaller engine go faster
